For the third year in a row, the Bundeswehr is conducting a NATO exercise in Hamburg. The goal is to conduct exemplary training in civil-military cooperation at the metropolitan level and to mobilize Hamburg as a hub for the war on the Eastern Front.
In addition to Hamburg’s already extensive military infrastructure—from the port to the Command and Staff College and the Bundeswehr hospital—various civilian institutions are involved in the exercise like Universities, employment agencies, logistics companies, the German Red Cross (DRK), chambers of commerce, medical associations, emergency medical services and first-response organizations, hospitals, large corporations, and food retailers.
This corresponds to a general trend toward a massive shift in resources from social services to defense, massive arms deals, conscription, a shift to a war economy, and a series of planned authoritarian laws (the Labor Mobilization Act, the Health Mobilization Act, the BND Act, and the militarization of Frontex), through which, under a state of emergency, entire sectors of society are subjected to military logic.
